Part of the District's Transparency efforts is to have a Board Approved Reserves and Fund Balance Policy which is reviewed and utilized by staff and the Finance & Investment Committee annually when preparing the annual budget.  The board recently reviewed and approved this policy during its review of the District Policy Manual.
